In short
We could not find a published rule that says in so many words that a landlord must hand over a cleaned property. What the guidance does say is that the tenant returns the property to the standard it was in at the start, so the state it is in at check-in becomes the bar. Shelter says the inventory is the best way to prove the condition of a rented property when you move in, and that an unclean property should be reported to the landlord with photographs on the day.

Why a landlord cleans anyway
Because of how the end of the tenancy works. Shelter, mydeposits and the government's tenant-fees guidance all say the tenant only has to return the property to the standard it was in at the start. A landlord who lets a property that is not clean is therefore setting a lower bar for the next tenant, and will find it harder to claim for cleaning against the deposit later. What the sources do say
- Shelter: the inventory is "the best way to prove the condition of a rented property when you move in".
- mydeposits: cleanliness and condition are different things, and the inventory should record both.
- Shelter: a landlord needs to show proof of the property's condition at the start and end of the tenancy if they want to keep money for cleaning.
Shelter's list of private landlords' responsibilities, as we read it on 29 September 2026, does not include a duty to provide a professionally cleaned property. That is why this page says "we could not find" rather than "there is no rule": a tenancy agreement can say more than the general guidance does.
If you are a tenant and the property is not clean
Shelter suggests telling the landlord in writing, on the day you move in, that the property was not clean, with photographs or video as evidence, and keeping records. If you pay for a clean yourself, ask for reimbursement and give the landlord a reasonable chance to put it right.
If you are a landlord or agent
